PRIVACY:
1.Assessment of Privacy Environment - Perform review of existing privacy programs and reviews of Government reporting and services (including those on the attached sheet of requirements) and to provide reports and mitigation strategies as deliverables.
2.Privacy Improvements, Interfaces, & Best Practices - Develop privacy protection solutions with interfaces in technology, capital planning, paper records, data management and Information Technology Security management program areas. We work to ensure an organizational, comprehensive, life-cycle approach is in place – and hence not a compartmentalized or piece meal approach -- modeled on practical solutions applied in the Federal Government.
3. Privacy Mitigation Tactics - Develop a solid privacy protection plan - IT expertise and expert knowledge of regulations; address privacy breach concerns - how to prevent them; how to mitigate them; how to get a "clean" Certification and Accreditation (C&A) on systems
4. Service Provider for targeted Privacy related operations - including the preparation of System of Records Notices (SORNS), Privacy Impact Assessments (PIAs), Privacy Statements, Guidelines; and Developing data reduction measures. The Service Provider core area can also include other services as negotiated such as assistance with Freedom of Information Act processes or other project areas.
RECORDS MANAGEMENT CONTRACT FOCUS AREA:
1. Assessment of Records Management Requirements - Perform review of the existing records management environment in the organization, determine the requirements and assess the extent of compliance and potential remedies and best practice operations for management of documents used by the organization. Based on the assessment, provide reports and mitigation strategies as deliverables. Improvement areas include a review of the following existing programs: e-mail and correspondence systems; document imaging systems, and Electronic Document Management Systems (EDMS). Assessment will also focus on records inventories, record retention schedules, uniform filing/indexing systems, electronic records management, Federal Legislative and Regulatory Requirements as applicable to Federal Tribal requirements, the existing guidances and procedures in place, and the status of a vital records program.
2. Records Management Improvements & Best Practice Implementation - Development of a "realistic" and practical plan based on your organizational needs. Development of viable and usable action plans or training programs to achieve results in your organization – modeled on practical solutions applied in the Federal environment. Specific focus areas may include best practices and improvement prescriptions for e-mail and correspondence systems; document imaging systems, and Electronic Document Management Systems (EDMS); records inventories, record retention schedules, uniform filing/indexing systems, electronic records management, guidance and procedures for Federal Legislative and Regulatory Requirements, or development of a vital records program.
3. Records Management Immediate Remediation / Mitigation Tactics - Develop a solid Mitigation Plan for those areas determined as high risk and with major vulnerabilities as a result of the Records Management Assessment - specific and targeted “fixes” that can be implemented - how to prevent them; how to mitigate them; how to implement best practices in the highest risk areas.

6. GENERAL ASSISTANCE. Competitive Edge Opportunities – Practical Expertise will provide a range of general services as follows:
Determine the extent to which existing files, papers, and other records in the organization are covered by an approved RCS and general records schedule or how these models can be applied
Review functions and record keeping requirements that best suit the organization’s needs
Examine pertinent documents and work with staff to determine applicable laws and regulations, your Tribal program and organization’s requirements, and develop your own RCS accordingly
Model an RCS or records disposition approach on best practices that may include disposition requests based on the Federal (Form SF-115), National Archives and Records Administration requirements and other best practices
Customize the most viable approach for scheduling of records based on the organization, functions, and other areas to enhance your business needs
Determine which records are Permanent and which are Temporary - and propose the specific retention periods for each
Establish retention periods, file cutoffs, and essential disposition tactics for all records.
Provide easy-to-follow guidance for staff to maintain your vital records and “non-records” using National Archives and Records Administration (NARA) guidelines,
Implement a completed and acceptable records control schedule -- train staff for ongoing best practices and maintenance
Establish procedures to annually review the RCS or provide services to follow up if desired – updating the RCS to cover new series and systems or revise dispositions of your ongoing series and systems as needed
